Buhari sets machinery in motion for state police

President Muhammadu Buhari yesterday directed officials of the National Human Rights Commission (NHRC) to work out modalities in collaboration with the Inspector General of Police (IGP) and the Solicitor General of the Federation (SGF) for the establishment of state police.

The president also directed the NHRC, IGP and the SGF to act on a report, which sought the dismissal of 37 officers from the force and another 24 operatives penciled down for prosecution.

The decision followed the recommendations of the Presidential Panel on Special Anti-Robbery Squad (SARS) reforms, headed by the Executive Secretary of NHRC, Tony Ojukwu.

“I want to thank the panel once more, and hereby direct that since the recommendations of the commission that constituted the panel are enforceable as decisions of the court, that the Inspector General of Police and the Solicitor General of the Federation/Permanent Secretary, Federal Ministry of Justice meet with the commission to work out the modalities for the implementation of the report within three months from today,” Buhari said as he received the report.

The president had in a letter dated August 14, 2018, directed the NHRC to constitute a special panel to investigate sundry allegations of human rights violations and abuse by SARS and police personnel. He had tasked the panel to specifically recommend reforms to improve public safety and security in the country.

He said the report would go a long way to redress the grievances of complainants, ensure accountability on the part of police officers in the discharge of their responsibilities and facilitate the various police reforms being introduced by his administration.

He assured that his administration would continue to fulfill its obligation of promoting and protecting the rights of Nigerians and support the NHRC to ensure the full implementation of the recommendations.

“Reforming and repositioning the Nigeria Police Force to be more effective and efficient in safeguarding life and property, apprehending offenders, and generally improving the internal security of our nation in line with our laws and international best practices has been one of the major policies of this administration.
