The Forum has its origin to Federal Government Circular Ref. No.58788/B.26/75 of 25th August, 1978. It came as a result of efforts to find solutions to communication gaps between Head Offices of MDAs and their Field/State Offices on one hand and their respective host state governments on the other hand.
