Hope for Niger Delta: NDCSF Seeks Senator Ned Nwoko’s Intervention to Deliver 13% Derivation Directly to the People

The Niger Delta Civil Society Forum (NDCSF) has called on the Chairman, Senate Committee on Incessant Crude Oil Theft, Senator Prince Ned Munir Nwoko, to champion the legislative process for the complete and direct implementation of the 13% derivation funds to oil-producing host communities.

In a statement issued by the National Chairman, Comrade Ezekiel Kagbala, the Forum emphasized that this initiative represents not merely a policy adjustment but a lifeline for communities that have long endured the devastating effects of oil exploration, environmental degradation, and economic marginalization.

The Forum noted that the advocacy for the direct implementation of the 13% derivation has been a long-standing struggle championed by Chief (Dr.) Wellington Okrika, the Bolowei of Gbaramatu Kingdom, Warri South-West Local Government Area of Delta State. According to NDCSF, the movement has now reached a decisive phase, and the Forum is working closely with Chief Okrika to advance this cause through legislative intervention under the distinguished leadership of Senator Nwoko.

“Chief Okrika’s pioneering efforts in advocating for the rights of host communities must not be in vain. It is time to translate this advocacy into law — to ensure that the 13% derivation reaches those for whom it was originally intended,” the statement read.

Responding to the Forum’s call, Senator Ned Munir Nwoko commended the NDCSF for its proactive engagement and reaffirmed his commitment to pursuing a sustainable legal framework that guarantees transparency and direct benefit to host communities.

In his words:

“I identify fully with your cause. My initial step will be to seek a motion or a bill that ensures a clear legal pathway for implementation. We must amend existing laws to ensure that every kobo of the 13% derivation is properly accounted for and channeled directly to the oil-producing communities. Together, we can fashion out the best legislative approach to achieve this result.”

The NDCSF further urged all stakeholders, including state governments, host community leaders, and development agencies, to rally behind Senator Nwoko’s legislative initiative to actualize the true intent of the 13% derivation principle as enshrined in the Nigerian Constitution.
